How do people find out about the offers?

What is the Times Square Alliance?
The Times Square Alliance is a business improvement district that works to improve and promote Times Square so that it retains the energy, edge and distinctiveness that have made it an icon for entertainment, culture and urban life for almost a century. In addition to providing core services with 50 Public Safety Officers and 50 Sanitation associates, the Alliance promotes local businesses, co-produces numerous major events in Times Square including the New Year’s Eve celebration and Broadway on Broadway, manages the City’s busiest tourist Information Center and advocates on behalf of its constituents with respect to a host of public policy, planning and quality-of-life issues.
Founded in 1992 by the publisher of the New York Times, the leaders of the Broadway theaters and major local property owners, the Alliance covers most of the territory from 40th Street to 53rd Street between 6th and 8th Avenues, as well as Restaurant Row (46th Street between 8th and 9th Avenue.)
